Yes it is. The 2018 Farm Bill, industrial hemp was declassified from a schedule I drug, allowing hemp to be grown legally on the federal level. Legally, products cannot contain more than 0.3 percent of delta-9 tetrahydrocannabinol (THC) concentration (on a dry weight basis). CBD oil is federally legal in the USA.
